Authorities in Norfolk, Virginia, have issued an Amber Alert for a 4-year-old boy, Kai Foreman, who disappeared following a shooting incident on Monday, June 16th.


Local police report that the boy is believed to have been taken by 27-year-old Tyli Scott and is considered to be in grave danger.


The incident occurred at approximately 11:40 a.m. local time, when police were called to the scene of a reported shooting. Upon arrival, officers discovered a woman who was declared dead.


Police Chief Mark Talbot informed the press that the shooting is believed to have been a targeted act, not a random event.


The suspect, Tyli Scott, is described as being 1.85 meters tall, weighing 78 kilograms, with black braided hair. He was last seen wearing khaki trousers, a plaid shirt, and a ski mask, and is considered armed and dangerous.


Kai Foreman is described as approximately 1 meter tall, weighing 18 kilograms, with black hair and brown eyes. At the time of his disappearance, he was wearing a grey and black "True Religion" shirt, red Crocs footwear, and either black or blue basketball shorts.


Local authorities are appealing to the public for any information that may assist in locating Kai Foreman and apprehending Tyli Scott.
